Swipe down, and see if "mobile data" is enabled. If it is, then you are being blocked from mobile data by your carrier or service plan. If it is not enabled, turn it on, and see if the little icons in your signal status bar show any activity. If that doesn't fix it, you may have to interact with the service plan carrier to turn on data service, perhaps on a web page. If "mobile data" is not enabled, you will not receive an error: it will simply not work, and not finish.

The bulk of the messages are very small, between bytes and 1 kb. The messages come in as a download button with the message "Tap to download", but the messages do not download even days later. This seems to be happening with group texts. My cell provider is Ting. In settings you can select how you want to send groupsms, individual sms or as mms. Could you please confirm if the messages are Multimedia? Were you able to receive this kind of messages before? Can you confirm if you are using a third party application? Group message is not supported in the preloaded application.
The messages are not multiedia. They are standard text messages containing only characters, no images, videos, nor emoticons.
I'm not sure what you mean when you say that group message is not supported, because I regularly receive aside from the issues I mentioned messages sent to several recipients at once. This is what I mean by group message. I discovered that by powering off my device and restarting it, I am able download most, but not all, messages that did not download previously.
I have to click each unloaded message one at a time to do so. I am unable to download those messages until I restart my device. I am able to receive this type of message intermittently. I have the same problem - some texts prompt the download arrow and it may take days for them to load. Dozens of other texts and photos load instantly as normal every day.
